## Adoption workflow module

The application now includes:

- Encoder attribution and per-encoder monitoring.
- Supervisor approval/rejection workflow with mandatory rejection comments.
- Encoder correction and resubmission of rejected cases.
- Case status history/audit trail.
- Global search across Case ID, child, mother, father, country, city, agency, caregiver and birth place.
- Information search-request registration and workflow.
- Manager monitoring dashboard with date filters and encoder/search-request statistics.
- Public API endpoint for submitting an information search request.
- Protected case-PDF access. PDFs are not uploaded through the Laravel request.

### File transfer configuration

Set `ADOPTION_FILES_ROOT` in `.env` to the root directory where the external file-transfer process places case PDFs, for example:

`ADOPTION_FILES_ROOT=/srv/adoption-files`

The database stores the case ID and relative/legacy file path. The application resolves the stored path when an authorized user opens a case PDF.

### Public API

`POST /api/v1/search-requests`

The endpoint accepts requester details and search criteria and returns a request number. It does not expose adoption records. It is rate-limited to 10 submissions per IP per minute by default.
